UCC Weekly update 17th – 21st June 2019

Uganda participated in the African Telecommunication Union working groups meetings in preparation of the World Radio Conference 2019 scheduled for November 2019. The sessions were held in Gaborone, Botswana from 17th to 21st June 2019. Uganda represented by delegates from the Uganda Communications Commission and the Civil Aviation Authority deliberated on critical issues to shape the management and use of the Radio Spectrum and satellite orbital slots with emphasis on the African interests.

During the concluded ITU Council 2019 the chairs and vice chairs of the ITU Council Working Groups and expert groups were constituted. Mr Simon Bugaba the Head Regional Offices at the Uganda Communications Commission who has been a member of MSAG (member state advisory group on the ITU building project) in the previous cycle was maintained as representative of the Africa region. Congratulations Simon.

Uganda attended the International Telecommunications Satellite Organization (ITSO) Council of Administration were Uganda is a member of the ITSO Advisory Committee. Bilateral discussions with the Director General of ITSO were also held on the implementation of the Memorandum of Understanding between UCC – ITSO – INTELSAT

The Commission under the Rural Communications Development Fund (RCDF) and the National Library of Uganda commissioned an ICT Access Infrastructure Project at Pallisa Municipal Public Library.  This is in line with the RCDF’s ambition to ensure access and usage of ICTs in underserved, unserved, and hard to reach areas of the country where it is not commercially available for the private sector.

The Commission’s broadcasting team continues to engage broadcasting houses on broadcasting standards. This week, the team had an engagement with the Management and Staff of Central Broadcasting Services (CBS) at Masengere to discuss the implications and implementation of Broadcasting and Advertising Standards governing the communications sector.

The Commission has notified the public particularly the communities in West Nile of the postponement of the 9th Communications Consumer Parliament. The Commission, however, appreciates the people of West Nile for having participated in the recent UCC Consumer Help Week and due to government advisory on the Ebola alert, the Consumer Help Week and Communications Consumer Parliament were postponed to a date to be communicated.

The Commission hosted University students on internship at the Ministry of ICT and National Guidance exploring practical aspects of regulation in telecommunications, broadcasting, Courier & Postal subsectors as part of the academic fulfilment for an internship.

The Commission reiterates a Call For Papers in preparation for the 5th National Conference on Communications (NCC 2019) to be hosted by Makerere University College of Engineering, Design, Art and Technology in collaboration with the Uganda Communications Commission from 10th – 11th October 2019 in Kampala. The NCC provides a national forum for the presentation of outputs of peer-reviewed research providing solutions to local challenges and proposals to improve ICTs in Uganda.

 The Commission’s Economic Regulation team has engaged stakeholders including the Central Bank and the Uganda Revenue Authority on issues of common interests in Fin-tech and aspects of communication data and taxation, respectively.

 The Commission took delivery of equipment to be used in the detection and restricting counterfeit terminal devices thanks to the telecommunication operators collaborating on the same. A team of consultants will begin the propagation and installation next week.
