The Uganda Communications Commission in fulfilling its mandate under the Uganda Communication’s Act of 2013, Section 5(1)(k), is seeking to promote and safeguard the interest of consumers and operators as regards the quality of communications services and equipment. The Commission in collaboration with Netradar is carrying out a pilot project aimed at;
- Empowering consumers of telecommunication services to monitor the quality of voice and data broadband services they receive;
- Improving the availability of information to the Commission on the Quality of Service (QoS) received and Quality of Experience (QoE) experienced by consumers around the country.
- Providing supplementary information to the Commission’s Quality of Service and Quality of Experience monitoring activities, and other regulatory functions.
As such, the Commission invites members of the public to volunteer and take part in this pilot project. This is an opportunity for subscribers to clearly see what speeds they are getting from their service providers. This study will take a period of period of 2 months, and during that time, Netradar will collect data on your telecom network and App performance as experienced by you the customer. This data will be processed by Netradar algorithms and tools and eventually visualised by Netradar Market Analyzer – dashboard.
The measurements will then be analysed and shared with the Commission, and the information will then be used in various engagements aimed at improving and setting network improvement parameters to improve the Quality of Service and Quality of Experience by operators as the sector strives to provide robust communications that will spar grow and development of the country.
This is an opportunity for subscribers and the general public to play an active role in enabling the growth and development in the Quality of Experience of communication services by enabling the regulator and Network operators to act on specific issues as informed by the pilot project.
