PUBLIC NOTICE: The Uganda Communications Commission introduces a Quality of Experience (QoE) Monitoring Tool – NETQ-UG

The Uganda Communications Commission (UCC) was established under Section 4 of the Uganda Communications Act 2013 to regulate the communications sector in Uganda.

As part of the Commission’s effort to promote the interests of consumers and operators in regard to the quality of communications services and equipment, the Commission has developed a monitoring tool on the Quality of Service as received by a user of communications services.  The tool is called NetQ-UG.

The NetQ-UG App is now available in Google Play Store for Android devices and the Apple App Store for iOS devices.  A web version is accessible on

NetQ-UG enables customers of communications services to:

  1. Independently do instant checks and monitor the quality of internet services as received from their service providers in Uganda,
  2. Independently monitor their usage of data bundles,
  3. Acquire information to facilitate planning and direct engagement with their service provider over their quality of experience.

Through crowdsourcing of anonymised data of its users, the tool provides insight into the coverage of the communications services and the quality of service offered across the country. The anonymity of the users is thus assured.
